I spent years on construction sites and in infrastructure projects, where I saw how far a safety protocol on paper can sit from the reality on the floor. That gap is what I help companies close — not with another system, but with a culture that holds up when nobody's watching.

I work independently, with a background in safety science and hands-on experience guiding organisations through the SCL process, from the first baseline to a successful step-3 audit.

My starting point: the certificate is the result of a working safety culture, not the other way around.

Frequently asked questions

What does SCL certification cost?

It depends on company size, the target step, and whether you go for an Approved Self Assessment or an external audit. Expect a few thousand euros for the audit itself at a smaller company, more with multiple sites. Guidance, training and internal time come on top — and that's exactly where good preparation makes the difference. A free introductory call gives a realistic estimate for your situation.

What's the difference between step 2 and step 3?

Step 2 is about policy, rules and supervision — safety organised from the top down. Step 3 asks for ownership on the workfloor: people speak up and learn from near-misses instead of just following rules. In short: from rulebook to habit.

What's changing with SCL 2.0?

The Safety Culture Ladder is getting a new version, with a tightened standard and more focus on demonstrable behaviour on the floor rather than documentation alone. If you start a process now, I factor that into the planning from the outset.

Is an Approved Self Assessment still enough for step 3?

For some steps, yes — but the requirements tighten as the target step rises and clients lean more on independent verification. For step 3, I'm happy to check this with you directly; sometimes an external audit is the safer route.

How long does the process take?

Expect six to nine months, depending on what's already in place. Faster is possible, but then you're buying a certificate instead of changing something.

Does this work for small companies too?

Yes. At a small company the lines are shorter, though there's also less room to run the process alongside day-to-day work. A right-sized approach — no heavier than it needs to be — works well there.

What exactly is the Safety Culture Ladder?

The Safety Culture Ladder is a NEN standard that measures an organisation's safety culture across five steps. Clients in construction, infrastructure and industry — including ProRail and TenneT — increasingly require a specific step to bid at all.

What happens if we don't reach step 3 in time?

From 1 July 2026, step 3 is a requirement under ViA procurement conditions. Without it, your bid doesn't count, however strong the rest of it is. Starting early leaves room to go through the process at a steady pace.
